Title V — Federal Surplus Property for Use to Assist the Homeless 1-800-927-7588

Title V of the McKinney-Vento Homeless Assistance Act of 1987, as amended November 29, 1990, and Public Law 101-645 (42 USC 11411), enables eligible organizations to use unutilized, underutilized, excess, or surplus Federal properties as facilities that assist homeless persons.

Eligible applicants are State and local governments, as well as nonprofit organizations. Properties (land and buildings) are made available strictly on an "as-is" basis. No monetary funding is available. Leases are provided free of change, and can last from 1 to 20 years, depending on availability. Successful applicants can use the Title V properties to provide shelter, services, storage, and other benefits to homeless persons.

Every Friday, HUD publishes a notice in the Federal Register identifying available unutilized, underutilized, excess, and surplus properties. Organizations must notify the U.S. Department of Health and Human Services (HHS) of their intention to apply for a suitable property within 60 days of its notice in the Federal Register. After HHS receives the expression of interest, they send an application to the organization, which has 90 days to complete and submit the application to HHS.
