Homelessness Prevention and Rapid Re-housing Program (HPRP)

The American Recovery and Reinvestment Act of 2009 (ARRA), provided $1.5 billion under the Homelessness Prevention Fund for homeless prevention and rapid re-housing activities. HUD established the Homelessness Prevention and Rapid Re-housing Program (HPRP) and published a Notice of Funding Availability on March 19, 2009 in the Federal Register.

The focus of HPRP is housing stabilization. HPRP provides temporary financial assistance and/or services to help persons gain housing stability. The program’s intent is to serve persons who are homeless or would be homeless BUT for this assistance and can remain stably housed after this temporary assistance ends.

Eligible HPRP applicants are States, metropolitan cities, urban counties, and territories who can subgrant to local units of government and/or private nonprofit organizations. There is no match requirement. The funds are allocated by the ESG formula, with a grant minimum set by HUD at $500,000. Grantees are strongly encouraged to consider their capacity to use all of the allocation, and can request less than the full amount allocated and/or decline to submit an application.

HPRP funds must be issued to a third party (e.g. a landlord or utility company), and not directly to program participants. An assisted property may not be owned by the grantee, subgrantee or the parent, subsidiary or affiliated organization of the subgrantee.

Applications were due to HUD on May 18, 2009. Once the grant agreements are signed by HUD, this starts the clock for expenditure deadlines. Grant agreements with sub-grantees needed to be signed by September 30, 2009. Within two years from the date HUD signed the grant agreement, 60 percent of funds drawn must be issued to a third party, and within three years 100 percent must be drawn.
