About the NSP Boundary Data
 
 
 
 
 
The NSP 1 boundary files were created beginning May of 2010 with a solicitation to grantees to submit their boundary areas to HUD. Grantees were able to submit via email or by using a customized tool provided by HUD User that allowed the selection of areas at the level of census tracts. If grantees submitted by email they could describe their areas of greatest need by submitting a list of funded areas (block groups, census tracts, municipalities, counties, ZIP codes) or they could send maps (in GoogleMaps KMZ, ESRI shapefile, or other graphic format) to nspmapping@hud.gov. Community Connections collected all the submissions and created the NSP1 boundary file that is displayed on this site. The data is also available for download in Excel and shapefile format through the Data Download link in the footer of the webpage. A few grantees' designated areas are not present in the data set due to lack of submission or due to insufficient submission data as of the last version date. These NSP1 grantees are the Texas State Program, Ohio State Program, and the Indiana State Program. The submission for Georgia State Program includes only one region of Fulton County that resulted from a submission from one of the subrecipients. The balance of the Georgia State Program is not present. These grantees can submit data files for inclusion on the site at any time.

The NSP2 boundary files were collected as part of the competitive application for NSP2 funding. All applicants submitted their proposed NSP2 areas as a collection of census tracts via an online tool on the HUD User website. The census tracts for awardees was converted to shapefile by HUD and provided to Community Connections for use on this website.

The NSP boundary data is separated into the boundary data for NSP1 areas and NSP2 areas. Click on the check box(es) for "Show NSP1 Grantees" and/or "Show NSP2 Grantees".
