In recognition of the unique housing needs of persons with HIV/AIDS and their families, HUD
established the Office of HIV/AIDS Housing. Its mission is to ensure each HUD program
and initiative is responsive to the needs of persons living with HIV/AIDS. The Office
performs policy, program, liaison, outreach, and program evaluation functions.
One of the primary functions of the Office is to manage the Housing Opportunities for
Persons with AIDS (HOPWA) program. The HOPWA program makes grants to local communities, States, and nonprofit organizations
for projects that benefit low income persons medically diagnosed with HID/AIDS and their families.
Because persons living with HIV/AIDS and their families may require housing that provides
emergency, transitional, or long-term affordable solutions, HUD also has other programs
designated to serve persons living with HIV/AIDS, such as HUD's Homeless Assistance
Programs, Programs for Persons with Disabilities, and the HOME Investment Partnerships Program.
