Disaster Recovery in the Gulf Coast:
Tornadoes have wreaked havoc across the south and parts of the Midwest this spring. Midwestern and southern states face unprecedented flooding as major U.S. rivers overflow their banks. Disaster recovery efforts, many of which are just beginning, will take months, and perhaps years in some situations. A recent publication by HUD’s Office of Policy Development and Research examines disaster relief and housing recovery in the aftermath of Hurricanes Katrina and Rita.
Housing Recovery in the Gulf Coast Phase 1: Results of Windshield Observations in Louisiana, Mississippi and Texas offers insight into how disaster relief funds helped the recovery of communities devastated by the hurricanes in 2005.
The publication presents findings from a 2010 windshield survey (only what can be seen from the street or sidewalk) of a sample of 3,511 residential properties located on blocks severely damaged by the two hurricanes. It evaluates the housing recovery and the role of supplemental Community Development Block Grant (CDBG) funds in the three states hit hardest by the hurricanes—Louisiana, Mississippi, and Texas.
When the data was gathered in early 2010, the report estimates that 74.6 percent of the 312,463 affected properties were in good condition, 14.9 percent still had substantial repair needs, and 10.8 percent of the affected properties no longer contained a permanent residential structure.
The report presents estimates of repair needs, occupancy rates, and rebuilding activity in each state and examines how receipt of CDBG awards and neighborhood factors impacted the rates of rebuilding.
