Consolidated Plan

The Consolidated Plan is the process a jurisdiction uses to identify all of its housing and community development needs, and then come up with a long-term strategy for meeting those needs. The Consolidated Plan is also the method which a jurisdiction uses to apply for funding through the following U.S Department of Housing and Urban Development (HUD), Office of Community Planning and Development (CPD) Programs:

  • Community Development Block Grant Program (CDBG)
  • HOME Investment Partnerships Program (HOME)
  • Emergency Shelter Grant Program (ESG)
  • Housing Opportunities for Persons with AIDS Program (HOPWA).
  •    (There is a separate funding process for HOPWA Competitive Grants.)

    The Consolidated Plan was created by HUD in 1993 and 1994, becoming official when final regulations were published in the Federal Register on January 5, 1995 (Vol. 60, No.3). The base of a jurisdiction's Consolidated Plan is a long-term Strategic Plan, but each year a jurisdiction must complete an Action Plan. The Annual Action Plan gives very specific information about how the jurisdiction will use its CPD funds to work toward reaching the goals it set for itself in the long-term Strategic Plan. The Annual Action Plan is due at HUD 45 days before the beginning of the jurisdiction's program year. HUD has 45 days to approve the Consolidated Plan.

    Consolidated Plan regulations are codified at 24 CFR part 91.
